　　中新社华盛顿7月10日电 (记者沙晗汀)美国新罕布什尔州联邦地区法官拉普兰特(Joseph LaPlante)当地时间10日裁定，叫停特朗普政府1月出台的旨在限制“出生公民权”的行政令。

　　“出生公民权”政策在美国已有100多年历史，保证在美国出生的所有人都享有公民身份，无论其父母身份如何。特朗普今年1月20日上任首日签署废除“出生公民权”行政令，规定父母非美国公民或合法永久居民的新生儿不能自动获得美国公民身份。该行政令引发一系列法律诉讼。

　　拉普兰特当天表示，“剥夺出生公民权将造成无法修复的伤害”。拉普兰特宣布的“初步禁令”将暂缓7天执行，特朗普政府在此期间可以提出上诉。

　　该案原告律师表示，特朗普政府限制“出生公民权”的行政令“违法、违宪、残忍”，拉普兰特的裁决结果将“保护这个国家的每一个孩子”。

　　此前，美国马里兰州、华盛顿州和马萨诸塞州等联邦地区法官均发布全国性禁令阻止该行政令生效。

　　美国最高法院6月27日裁定，联邦地区法官无权发布全国性禁令来阻止该行政令实施。

　　据美媒报道，拉普兰特的裁决利用了美国最高法院裁决中的一个例外，即允许法官在集体诉讼中继续在全国范围内阻止特朗普政府的行政令。(完) 【编辑:张令旗】
